Carbon Sequestration and Clean Development Mechanism

In recognition of the disastrous effect of climate change by the international community, the United Nations Framework convention on Climate Change (UNFCCC) was signed by 154 countries in 1992.  The main objective of the convention is to stabilize greenhouse gas concentrations at safe level.

In 1997, the Kyoto Protocol (KP) was drafted during the Third Conference of Parties (COP).  The protocol is the first international agreement that places legally binding obligations of developed countries to reduce their overall GHG emissions by about 5% of their 1990 levels by the year 2008-2012 (UNFCCC, 1997).

In Article 12 of the Kyoto Protocol, GHG emission reduction commitments and obligations of the developed countries can be met through the Clean Development Mechanism (CDM).  Developed countries can support forestry projects in developing countries that will offset their carbon emissions.  Through participation in CDM, developing countries can benefit from the investment inflow and technology transfer that will support their respective sustainable development agenda.

The CDM will include projects such as end-use energy efficiency improvement, supply-side energy efficiency improvement, renewable energy, fuel switching, agriculture, industrial processes and sink projects (afforestation and reforestation).

Objectives
  • To discuss the state of knowledge on carbon sequestration and the clean development mechanism
  • To explore ways of enhancing the role of forestry projects in meeting carbon reduction obligations
  • To strengthen linkage among researchers, policy makers, forest developer and NGOs.
1.  Carbon measurement and monitoring in CDM projects
  • Field measurements of carbon stocks in the following pools: above-ground and below ground biomass, necromass, and soil
  • Use of allometric equations to estimate biomass
  • Sampling designs

  • Accounting of Carbon benefits

2.  Social and economic considerations in CDM projects
  • Economic and financial analysis
  • Valuation of benefits
  • Role of local communities
  • Stakeholder analysis
3.  Policies and Programs
  • International and national policy issues
  • Country initiatives and programs to promote CDM
